Meta Ads: Why targeting starts with the idea

Automated delivery makes the idea a strategic task. How brands translate reasons to buy into distinct creative concepts and learn from testing.

Automated delivery changes how teams work on campaigns. For brands, it brings one question into focus: What different reasons do our ads give people to choose our offer?

Five new ads are ready for approval. Different openings, different edits, different music. At first glance, a lot has changed. Look again and they all tell the same story: our product, its features, the next discount.

Yet people can buy the same product for very different reasons. One person wants an easier daily routine. Another wants to learn something new. A third cares particularly about design. Creative strategy needs to identify these differences before production turns them into variants.

With automated delivery, this work takes on an additional role in Ads: it helps shape who responds to an ad and the reactions it generates. Our conclusion for brands is that as the platform takes over more operational decisions, teams should become more deliberate about their messages, evidence and criteria for success.

What “creative is the new targeting” actually means

uses AI to match ads with potential audiences. Its description of the Andromeda system explains an early stage that retrieves relevant ads; further models then evaluate potential delivery. For creative development, this means an ad also invites people to recognise themselves in it. The situation shown, the language and the specific benefit can appeal to people whose interests a broad description only partly captures.

A tennis scene, for example, may be relevant to people interested in tennis. It guarantees neither exclusive delivery to those people nor a purchase. The scene is one element in the interplay between the offer, campaign objective, user signals and delivery.

Creative strategy translates customer knowledge into distinct advertising ideas that can be tested. Broad delivery therefore still needs a clear understanding of who the product is relevant to, what prevents a purchase and which claims the brand can substantiate.

Campaign settings also remain a professional responsibility. Meta explicitly describes controls and manual settings within Advantage+ for business requirements. Meaningful diversity starts with the reason to buy

's approach to creative diversification distinguishes between concepts, visuals and formats, among other elements. For practical planning, it is useful to consider these separately. Source: Meta Blueprint

Consider a hypothetical example: a brand wants to advertise a coffee machine. Three possible ideas start with the same product:

Reason to buyAdvertising ideaWhat the ad would need to show
An easier start to the dayA morning routine from switching on to the finished cupThe actual steps and the time they really take
More control over your coffeeA clear demonstration of different settingsWhich settings exist and what they change
An appliance that suits your kitchenThe machine in different home settingsAn accurate representation of its design, dimensions and materials

Each idea could become a short film, a sequence of images or a static ad. This makes it possible to investigate which story is persuasive and which format communicates it clearly.

Before production, each concept should have a short statement: “We believe this reason to buy matters to these people. This is the evidence we will use to show it.” Without that statement, later analysis will also lack a clear focus.

Diversity still needs an identifiable brand. Tone of voice, product representation and distinctive design elements connect different stories to the same source.

Structure campaigns so that learning is possible

The right account structure depends on objectives, markets, budget and available volume. Every additional division should have a business reason. Different languages or objectives may justify separation; an arbitrary number of parallel tests divides a limited budget into ever smaller portions.

A general recommendation for “50 to 60 ad sets” is therefore of little use. Such a number describes, at most, a particular account.

Budget allocation also deserves a closer look. An Advantage budget distributes money between ad sets. It does not promise equal test budgets for every individual ad. illustrates allocation between ad sets in its setup guide. Source: Meta, Partnership Ads Setup Guide, page 57

For a useful creative test, establish four things before launch:

    • The question: Which reason to buy or objection are we investigating?
    • The comparison: What differs between the ads, and what stays the same?
    • The measure: Are we assessing purchases, qualified enquiries or another defined objective?
    • The decision: What evidence do we need to develop the idea, stop it or increase the budget?

Ads receiving unequal delivery produce observations under different conditions. That alone does not establish a reliable causal effect. A controlled comparison can be useful for important decisions. Budget, duration and expected events must be sufficient to support the conclusion you want to draw.

The story needs to continue after the click

Return to the coffee machine. Someone responding to an easy morning routine expects information about operation on the destination page. Someone clicking because of the design may want dimensions, materials and different views. A general product page can answer these questions; what matters is how easily people can find the relevant answer.

That is why the ad and landing page belong in the same planning process. The ad creates an expectation. The destination needs to fulfil it with a clear offer and relevant evidence.

Analysis should follow the same journey. Click-through rates and video views help explain reactions. Whether they to valuable customer enquiries or purchases needs additional investigation. For lead campaigns, this might include feedback from sales on enquiry quality.

If you use customer acquisition cost, or CAC, make the calculation explicit. Which costs are included? Which customers count as new? What period is being assessed? Advertising spend per purchase attributed by a platform is different from total acquisition costs per new customer won.

When increasing the budget, also examine the additional cost and the additional customers acquired. Stable averages can conceal changes. The offer, seasonality, competition and share of new customers therefore belong in any interpretation of scaling.

Creative Engineering connects ideas, execution and learning

At Davies Meyer, we understand Creative Engineering as the connection between brand strategy, creative work, technology and measurement. Applied to Ads, it means each round should deliver knowledge for the next decision alongside suitable advertising assets.

We propose a shared process: gather customer questions and existing insights, develop distinct concepts, produce appropriate variants, analyse results within the agreed framework and take what you learn into the next brief.

Even simple documentation can help. Each ad should be linked to a reason to buy, core message, evidence, format and . Analysis then goes beyond “video B performed better”. The team can identify which idea deserves further development under which conditions, and which questions remain unanswered.

AI can support this process by organising material, suggesting alternative openings, preparing storyboards or adapting formats. One potential quality is the ability to examine more approaches before production and incorporate criticism earlier. Whether that benefit appears in a particular workflow can be assessed through revision rounds, brand consistency and usable outcomes.

We take responsibility for concept and quality. This includes checking product representations, claims and brand fit. We assess economic value including selection, rework and approval.

In the partnership, your in-house team contributes product knowledge, customer understanding and operational experience. We add strategic perspectives, creative execution and the connection to the paid social setup. Shared briefs and reviews make those contributions useful to each other.
